About Awaab’s Law

Awaab’s Law is named after Awaab Ishak, a two-year-old boy who tragically died in December 2020 from a severe respiratory condition. Awaab lived with his parents in a one-bedroom flat on Rochdale Boroughwide Housing’s Freehold Estate. His death was ruled by a coroner to be the result of prolonged exposure to black mould in his home, which suffered from inadequate ventilation and persistent damp and condensation. Following this tragedy, Awaab’s parents started a petition that led to sweeping changes in housing law.

Awaab’s Law comes into effect on 27th October 2025 for the Social Renter Sector (applicable in England and Wales). The law imposes strict requirements on social landlords to protect tenants from emergency hazards and all damp and mould hazards that present a significant risk of harm.

What Does Awaab’s Law Require?

Social landlords must:

  • Investigate any reported damp and mould hazard within 10 working days of becoming aware of the issue.
  • Provide residents with a written summary of the investigation findings within three working days of the investigation concluding.
  • Make the property safe (using temporary measures if necessary) within five working days if a significant risk to health or safety is found.
  • Complete supplementary work to prevent serious hazards from recurring within 12 weeks, and finish all repair works within a reasonable time.
  • In emergencies: Investigate and action repairs as soon as practicable, and always within 24 hours.
  • If the property cannot be made safe in time: Offer suitable alternative accommodation at the landlord’s expense until it is safe to return.

From 2026, Awaab’s Law will extend to cover additional hazards including excess cold/heat, falls, structural collapse, explosions, fire and electrical hazards, as well as domestic and food safety concerns.
